Intelligence Cycling To Transnational Cooperations: Special Cell's Growing Strategic Firepower

Last year MHA ran a review of fugitives under Union Home Minister Amit Shah and tasked Special Cell to hunt down fugitives hiding in India and abroad and bring them to justice. Accordingly, under the guidance of the Delhi Police Commissioner, the Special Cell started to strategize plans. As a result, over the past year, Special Cell has not only shown high grade operational readiness but also showcased the growing strategic firepower of Delhi Police's elite unit. Hunting down Delhi's most wanted gangster Deepak Boxer by operating in transcontinental operational terrain speaks volumes about Special cell transformation from a local intel unit to an elite and lethal unit of Delhi Police. Well, this is something which is an attractive mandate of central agencies however, Delhi Police's elite unit went beyond the boundaries and made it the first overseas catch of Delhi Police. Senior officers in Intelligence establishment privy to developments said " Special Cell has shown tremendous improvement in its operational response and readiness, the fundamentals of launching intel operations were crystal clear and strategically cooperating with multiple agencies was on spot, without a doubt, Special Cell's strategic firepower is growing". Another top source  said that it is not the first time that Special Cell has struck this hard but this is the first time that too much strategic planning and perfect executions in abroad were done." The reasons for it if we go technically deep to assess the reasons for Delhi Police's elite unit gradually developing a sense of superiority over other ATS units of the country and for that matter over some central agencies as well. First, running the intelligence cycle- in the world of espionage and intelligence for any intel or operational unit to achieve success, an intel assessment process becomes the bedrock of any operation and this is what now Special Cell is gradually realizing and working hard on it. In the recent past, Special Cell officers have not blindly gone on with the intel, they ran their assessments and extensively worked on it. Second- Not merely an executing agency, Special Cell has increasingly expanded its mandate/operational outreach and this has helped Special Cell in taking long leaps. Third, getting a gold vault of resources- Special Cell has extensively expanded its resource base from technologically arming itself to developing high-tech surveillance and operational capabilities Fourth- Heavily working on the ground presence and improving on ground capabilities, launching an interface-interfaith program for de-radicalizing the youth to working on increasing the ground unit capacities has significantly contributed in improving the intelligence cycle and detection work. This further shows that a necessary and real strategic culture development has started in Delhi Police. Getting clearance from CCS for setting up an elite Special HQ at Lodhi Road, the Delhi Police's elite unit progressed on the path of developing elitist skills and sharpening its strategic firepower. With G-20 ahead, Special Cell has a major responsibility to stand on its strategic promise of keeping the capital safe from terrorism and transnational organized crimes.
