BUREAURCRACY

The United Nations Development Programme(UNDP)'s partner organization, the Global Alliance of National Human Right Commission, has raised serious questions over NHRC and has deferred NHRC's accreditation with UN recognized global agency. The report says lack of diversity in staff and leadership, political interference in appointments, police officer involvement in investigations of human rights violations, lack of cooperation with civil society, and insufficient action to protect marginalized groups. To some extent, the reports indicate the possibility of a tight-wrapped bureaucracy or its influence on the commission. Top sources say that perhaps, IPS officers in commission are to be blamed, "They need to understand that they are not running an organization of police watch but an organization which requires civil society cooperation and autonomy in carrying out investigation against human rights violations" top source said. It can be said that this report indicative of the fact that IPS officers just like any other police organization enjoy having a tight grip. "The investigation division of NHRC is headed by IPS officers and even at the mid-level IPS officers of DIG and SSP rank that's too much of police at the ground, and this might influence the investigation against the police officials for obvious reasons, NHRC needs to diversify its administrative and investigative divisions just keeping the apex body of members diversified will not do" top source add. This tight grip has its own repercussions which are gradually coming to light and has put NHRC on the verge of losing top rank.
