    Vivek Bharadwaj IAS officer West Bengal 1990 batch who is presently posted as Secretary Panchayati Raj, Government of India, is emerging as a strong dark horse for the post of Jammu&Kashmir Chief Secretary.  Top sources say that Bharadwaj has diverse experience in handling administration and internal security, especially issues of Paramilitary forces. The experience is topped with Bharadwaj's field experience in Jammu and Kashmir as ACS Health and Medical Education Department. Top sources add that Bharadwaj knows how to coordinate well with the centre viz-a viz MHA as his both Joint Secretary and Additional Secretary experience in MHA will come in handy. Coordination with the centre and ground management are two essentials that qualify the runners for the post of Jammu & Kashmir, top sources said. In Bharadwaj's case, both essentials seem to be in proper proportion and this makes him a perfect dark horse for the post of Jammu and Kashmir's Chief Secretary. The post of Chief Secretary Jammu & Kashmir is scheduled to fall vacant this month after the incumbent Arun Mehta, retires.
