The Election Commission of India recently shifted six home secretaries and the DGP of West Bengal. While few states have quietly complied with EC orders and followed the due procedure, some states have questioned the Election Commission and did not comply with the EC order. In the case of Uttar Pradesh, the UP Government thought of playing a smart stroke by relieving Prasad from Principal Secretary CM, but later, the Election Commission stood firm and relieved Prasad from the post of Home Secretary. Even a representation from the UP Government was also outrightly rejected. Similarly, in Maharashtra, I.S. Chahal was not relieved from the post of BMC Commissioner even after the deadline. Top sources say that the Maharashtra Government reached a consensus over Garangi's name, but now the Election Commission has asked the Maharashtra Government to follow the procedure and send three names for appointment of Municipal Commissioners of Mumbai, Thane and Navi. Three Names are in the fray: ACS CM’s secretariat: Bhushan Gagrani (1991 IAS batch), BEST general manager Anil Diggikar (1991 IAS batch) and MMRDA commissioner Dr Sanjay Mukherjee (1996 IAS batch), top sources say. In any case, states must realise that compliance to Election Commissioner is one of the elements of ensuring transparency and fairness which if resisted can send wrong signals, top sources added.
