As National Security Doctrine officially got a go ahead early this year, a hope began brewing up in the strategic community that New Delhi is now finally woke up after decades to bridge small yet crucial shortcomings in its national security approach while ensuring a clear pathway for its national interests through much needed national security strategy. However, even before the process gains traction, simmers began to hit the surface. Amidst series of speculations of NSA Ajit Doval’s successor and chances of him continuing third term, New Delhi decided to extend Ajit Doval’s tenure for third term. The reasons were obvious-  Rapidly growing national security challenges especially from J&K and need of strong impetus to New Delhi’s deft diplomacy.  New Delhi did not juggled with something new as it wanted to continuance at strategic policing and decision making level. What took to surprise was development that came after month.

In Interesting series of appointments where Deputy National Security Advisor Vikram Misri moved out from national security and made Foreign Secretary and the most interesting part is making the former R&AW Chief Rajinder Khanna as Additional NSA. The post of Additional NSA was rested on the papers and never got into real practice before Khanna’s appointment.  Elevating Khanna points to three possible  developments. First  freeing up NSA’s work atleast from internal security and coutner terror issues.  Second- Installing Rajender Khanna’s Doval’s successor which could be possible anytime  if Doval’s health didn’t allow him to continue any further.  Third and the most important one is surface level efforts institutionalize and streamline the national security architecture by making a strong second in command in national security setup. Earlier the case was Deputy NSA’s with multiple responsibilities reporting and briefing National Security Advisor.   Now the case would be a bit different with Additional NSA becoming the first contact of Deputy NSAs.

While this restructuring may seem like a superficial change at the architecture level, it holds significant value in aligning strategic foresight with the national security strategy.  With Khanna’s proven expertise in Counter Terror, demonstrated through his restructuring and refinement of R&AW’s Counter Terror unit, and the current heightened security scenario around New Delhi, this architectural shift promises to not only enhance strategic decision-making but also significantly improve coordination among Deputy National Security Advisors, fostering a sense of optimism about the future.
