After years, Vivek Gogia was prematurely repatriated to his parent cadre. Still, his return has sparked a new debate that he might replace the incumbent Delhi Police Commissioner, as his order indicates that he is returning at the request of the cadre. However, top sources say that Delhi Police is going to see two Special CP level vacancies within two months: one is R.P. Upadhayay, and the other is Tajender Luthra, where Gogia is said to replace R.P Upadhyay as Special Cell Chief.
Top sources further add that had Sanjay Arora packed up his bag, he would have done so a few months back when his appointment file for the next BSF DG was moved for final approval but pushed back by the top brass of MHA. Furthermore, Gogia and Arora are scheduled to retire in July next year, leaving them hardly one year in their hands. A well-placed source said, "CAPF options for Arora are pretty restrictive as CAPF is almost complete, and for CRPF, a name has already been given nearly a green signal. Delhi will soon move in elections, and any drastic change is unlikely, at least at the Delhi Police level. As far as the question of Naresh Kumar not getting an extension was concerned, it was due to political calculations. Top sources say that Sanjay Arora inspires MHA's trust more than Vivek Gogoi, and no convincing reasons are made to change the Delhi Police Commissioner, especially when Delhi is at the door of assembly elections.
For Delhi Police, any change at the top level will disrupt continuity, and MHA is keen to have officers with longer tenures. The recent appointment in CAPF, especially in CISF and BSF, where both the DGs have one year, was a case of exceptional circumstances. Bihar DGP wanted to leave the state, and no suitable candidate was available for BSF. Therefore, there is no particular circumstance arising for change in Delhi Police.
