    After setting NDMC's house in order, Ashwani Kumar is now setting MCD's house in order, which, unfortunately, was uglier than the NDMC. Top sources say that MCD was in a crumbling state with a frozen administrative setup. Sources add that MCD officials struggled to get salaries on time, retired ones had to fight for their dues, and the civic establishment board responsible for MCD's smooth administration was in disarray, amidst a desperate call to unfreeze MCD's administration, recently appointed MCD Commissioner Kumar devised a war-level plan.

    Top sources reveal that Ashwani Kumar and Additional Commissioner MCD Jitender Meena have been working in tandem on three key issues:

    First, Bringing Establishment flow where administrative re-adjustments ensured continuity in the administrative cycle. 

    Second, fiscal discipline ensures institutional discipline in finances. 

    The third key issue, the establishment of a Good Governance Ecosystem, has significantly improved MCD's civic administration. Under the leadership of Kumar and Meena, the supervision arch has been extended, leading to enhanced transparency and a reduction in malpractices and maladministration. According to a recent report, MCD has issued challans worth more than 3 crore in six months and further intensified them in the wake of air pollution, issuing around 1264 challans within weeks.

    MCD's state of affairs was gradually pushed to the brink of spiralling out. However, timely strategic intervention by MCD's Commissioner Ashwani Kumar and Additional Commissioner Jitender Meena stabilised MCD's workings and recalibrated them.
