The New Delhi Municipal Council (NDMC) in its Council Meeting held today presided over by Ms. Bansuri Swaraj, MP New Delhi in the presence of Chairperson – NDMC, Shri Keshav Chandra, Vice-Chairperson- Shri Kuljeet Singh Chahal, MLA & Member NDMC, Shri Virender Singh Kadian, other Council Members – Shri Anil Valmiki, Smt. Sarita Tomar, Shri Dinesh Pratap Singh, and Secretary - NDMC, Shri Tariq Thomas approved various proposals. While briefing the media persons at a NDMC headquarter, Palika Kendra, Vice Chairman - Shri Kuljeet Singh Chahal said in today’s meeting, several key proposals aimed at enhancing citizen services and improving infrastructure were considered and approved, in line with the vision of Hon'ble Prime Minister Shri Narendra Modi Ji for a Viksit Bharat by 2047. Shri Chahal emphasized that today’s proposals were approved under the vision and guidance of Hon'ble Prime Minister Shri Narendra Modi Ji and Hon'ble Home Minister Shri Amit Shah Ji.
Shri Chahal said that this was the third meeting since the new council formation, and unfortunately, Shri Arvind Kejriwal was once again absent, marking his third consecutive absence. This, he stated, is a very concerning and pathetic situation for the residents of New Delhi. Shri Chahal further expressed that despite New Delhi being the constituency of Shri Kejriwal, he has neither attended the council meetings nor spoken up for the people of his area. To highlight this, he showed the attendance sheet, which clearly indicated Shri Kejriwal’s absence for three consecutive meetings, including today’s Council session. While briefing the media, Shri Chahal reiterated that Shri Kejriwal's seat remains vacant in these meetings, and to date, he has not taken an oath as a member of the council. This, he said, reflects poorly on the accountability of the Delhi government. Shri Chahal criticized the Aam Aadmi Party for the issue of unauthorized parking at Khan Market and presented the FIR filed against the individual responsible to the media persons.
He emphasized that the NDMC will take strict action against such individuals engaging in illegal activities within the area. Shri Chahal also remarked that Shri Kejriwal, who once rose to power promising honesty and transformation, has now become a prime example of corruption, mismanagement, and betrayal of the public's trust. He criticized the Aam Aadmi Party (AAP) for promising six freebies, yet delivering twelve mega scandals, leaving the people of Delhi disillusioned and let down. “They offered 6 Revdis to the public, but in reality, they’ve devoured 12 Rabdis . I am determined to expose this deception to the people of Delhi through a creative campaign: He added, stressing the need for transparency and accountability in governance. Shir Chahal shared the details of citizen-centric and infrastructure-related proposals were approved in brief- Approval for setting up of Urban Arts and Culture Forum for advising NDMC on issues of promotion of Culture as well as promotion of Performing and Visual Arts in order to identity areas of intervention for the betterment of the NDMC area Reflecting the Hon'ble Prime Minister’s emphasis on preserving and promoting India’s rich cultural heritage Vikas bhe Virasat bhi, this forum will play a key role in enriching the cultural fabric of the NDMC area and fostering creativity in the community. In order to attain the above goals New Delhi Municipal Council proposes formation of an Urban Arts and Culture Forum. The expertise of the advisory body would leverage to create vibrant platforms to promote artistic expression and community engagement, highlighting its unique aspect and benefits for the community through various activities which will include among other things. ·
Enhancement of Public Spaces: Create visually compelling public art installations that beautify urban environments and encourage community engagement.
·Promotion of Cultural Diversity: Provide opportunities for diverse artists to showcase their work and tell the stories of underrepresented communities through public art
Fostering Community Participation: Engage community members in the planning, design, and execution of public art projects, ensuring that their voices and ideas are heard and integrated. ·
Creating Lasting Impact: Generate positive social and economic impacts through public art, enhancing community pride and attracting visitors to public spaces. ·
Encourage Dialogue and Reflection: Usity public art as a medium for fostering Maticcurs, community identity, and collective aspirations.
The Council accorded the approval-in-principle for setting up of Urban Arts and Culture Forum for advising NDMC on issues of promotion of Culture as well as promotion of Performing and Visual Arts to identify areas of intervention for betterment of the NDMC area. Approval for setting up Urban Forum for advising NDMC on issues of Urban Design, Urban Transport, Street Landscaping, Architecture etc., to identify areas of intervention for betterment of the NDMC area. In line with the Prime Minister’s vision of making cities more livable and sustainable, this Urban Forum will offer expert advice on improving urban design, transportation systems, and green spaces, ultimately enhancing the quality of life in NDMC. To address this rapid transformation, the NDMC has tasks not only to upgrade its municipal services but has even greater challenge to uphold the uniqueness of the city being a custodian of cultural heritage of the Nation and therefore, it is but important that a professional approach is adopted by the NDMC while dealing with day-to-day problems of the NDMC Area.
NDMC has already taken up conservation of Gole Market which was built about 90 years ago during the imperial era. It is proposed that the Heritage building be reused as a museum. Furthermore, areas like Rajeev Chowk, Mandi House, Lodhi Colony, Chanakyapuri Diplomatic Area and Moti Bagh have the potential for rejuvenation through urban interventions. Similarly, NDMC needs to identify its vulnerable pockets and find innovative solutions for all these areas. Also, the NDMC is facing traffic problems, it's pedestrian networks are nowhere close to any acceptable standards and need total overhauling. There is a need to address periodic flooding, electrical issues and old sewerage networks. The indicative composition of the proposed Urban Forum shall include professionals from the following professions:
· Architects,
· Urban Planners / Transport planner, ·
Urban Designer & Streetscaping/place making professionals,
· Landscape Architects. And Urban conservation architects.
The Council accorded the approval for setting up an Urban for advising NDMC on issues of Urban Design, Urban Transport, Street Landscaping, Architecture etc. in order to identify areas of intervention for betterment of the NDMC area.
In alignment with the Hon'ble Prime Minister’s commitment to green and sustainable transportation, this initiative promotes the adoption of electric vehicles, reducing carbon emissions and supporting the transition towards an eco-friendly future.To meet out, the increasing demand for staff/officers vehicles, an RFP for Hiring of 28 New e-vehicles, like, Tata Nexon or equivalent on a wet lease (along with drivers) is proposed for a period of 5 Years, with a main salient feature included is that the vehicles shall be for deployment of 2400 Kms / Month and 10 Hrs per day. The Council resolved the Hiring of 28 nos. TATA Nexon EV or equivalent e- vehicles with a minimum 125 bhp or above along-with drivers for 5 years amounting to Rs. 10.33 crore.
Echoing the Hon'ble Prime Minister’s vision of a Smart India, this initiative will streamline parking management, reduce congestion, and improve urban mobility by adopting intelligent, integrated parking solutions. The Council accorded the approval for inviting RFP for selection of Agency to Design, Develop, Supply, Implement, Operate and Maintain “Intelligent Integrated Parking System” including revision of parking charges in NDMC area. The RFP will be issued for a Single cluster with 152 parking sites/ locations for 10 years, including 3 3-month implementation period. The Agency shall run the parking lots in the market area for at least from 0800 hours to 2400 hours, and for the non-market area from 0800 hours to 2300 hours. NDMC reserves the right to ask the Agency to run any parking lots beyond 23:00 hours in the non-market area and beyond 2400 hours in the market area as per requirement.
Reflecting the Hon'ble Prime Minister's focus on education and knowledge dissemination, the construction of the JPN Library will create a space for learning, fostering intellectual growth and access to information in the NDMC area. Council approved revised Administrative Approval & Expenditure Sanction for the Estimated amounting to Rs. 14.57 crore for completing the work of "Construction of JPN Library at Mandir Marg, New Delhi (Composite Work)" including electrical work, civil work, furniture and fire fighting works. The Ministry of Culture had requested the NDMC for the construction of the Jai Prakash Narayan Library at Udyan Marg opposite Birla Mandir. Accordingly, NDMC had submitted a conceptual report to Ministry of Culture in year 2014
In accordance with the Hon'ble Prime Minister’s vision of a Healthy India, the establishment of recruitment rules for the TB Health Visitor will strengthen public health services and ensure better healthcare delivery to the citizens of NDMC. The Council resolved to frame Recruitment Rules for the post of TB Health Visitor. The post was recruited based on Recruitment Rules approved by the Administrator before 1994 which never been notified in Official Gazette. Due to the non-availability of RRs in the official gazette, the posts could not be filled up on a regular basis. There is total 4 Nos of posts of TB Health Visitors.
Operation, repair and maintenance of PTUs, CTUs, Garbage Stations and Roll call centres In lieu of advertisement rights In the NDMC Area. This initiative supports the Prime Minister's vision of effective urban management by ensuring smooth operation and maintenance of essential public services, enhancing quality of life for the people of NDMC. The Swachh Bharat Mission, launched by the Government of India in 2014, aims to achieve a Clean India. NDMC is committed to providing basic amenities, including clean and green environments. A key part of this commitment is ensuring the availability of sufficient public toilets (PTUs/CTUs). NDMC has established 350 PTUs/CTUs and 17 Roll Call Centers in its area, with 142 maintained by concessionaires, 6 by Sulabh International, and 202 by NDMC through a private agency. In its previous meeting, the Council approved the proposal to award the work for the operation, repair, and maintenance of 121 PTUs/CTUs and 13 Roll Call Centers to concessionaires for a period of 8 years. This work has been divided under Group-A, B, and D. Now, the Council approved to award work for "Operation, Repair and Maintenance of existing PTUs / CTUs/Roll Call Centers in lieu of Advertisement Rights in NDMC area on PPP Model for Group-C "as per scope and terms & condition for the Group-'C' with 56 PTUs/CTUs & RCC for the period of 8 years.
Strengthening of Water Supply System in NDMC Area In alignment with the Hon'ble Prime Minister’s vision of ensuring universal access to clean water, this project will strengthen the water supply system, ensuring sustainable and reliable water access for all citizens. Council resolved to procure 12 Nos. Chassis (6 Nos. for 9 KL & 6 Nos. for 17 KL capacity) water tankers through Gem Portal Rate contract by placing simply order & the fabrication of the Stainless Steel Tank of 6 Nos. for 9 KL capacity & 6 Nos. for 17 KL capacity amounting the same on the chassis be got done through specialized agencies by call of a tender separately amounting to Rs. 5.46 crore.
In line with the Hon'ble Prime Minister's vision of a Clean and Sustainable India, the extension of the PPP project for waste collection and transportation will enhance waste management practices and promote a cleaner environment for the citizens of NDMC area. The work of Collection & Transportation of Municipal Solid Waste (MSW) in the entire NDMC area as a PPP project was awarded for a period of 10 years. The tenure of the work is concluding on 10.02.2025 and in view of the timeline for the process of selecting new concessionaire, the existing contract has been approved to extend for a period of 06 months or till the tender for hiring of concessionaire is finalized whichever is earlier @ tipping fee of Rs.4372.97 per metric ton with estimated expenditure of Rs. 24.47 crore approximately on existing terms and conditions.
To ensure the safety and security of every citizen, as envisioned by the Hon'ble Prime Minister, this initiative aims to strengthen security arrangements for a safer, more secure urban environment in the NDMC area. The Council resolved the extension of the contracts with existing security agencies for another period of one year w.e.f. 01.03.2025 to 28-02-2026 on same rates, terms and conditions. The Security Department of NDMC provides Security Services/Arrangements at various NDMC premises i.e. Palika Kendra, NDCC-II, Palika Bazar, Palika Parking, NDMC hospitals, Schools, Parks & Gardens, Navyug Schools etc. by deploying Security personnel outsourced by Private Security Agencies.
