Sources say to accommodate own candidates changes in recruitment rules are being made to fit in the candidates in Lok sabha. One senior retired officer has been inducted in the secretariat by a change in recruitment rules. Sources say this is not being seen by many as a good gesture and fear that if continues, later it will be difficult to manage the working?
