Binod Kumar Singh, an IPS officer of Uttar Pradesh cadre of the 1994 batch, is not an ordinary UP cadre officer like a few UP cadre officers. He, too, enjoyed a good rapport with the top brasses at one time, which led him to earn a position in the centre, especially OSD, to a Union Minister a decade ago. However, things turned problematic for Singh when he planned a foreign visit. According to top sources, Singh went on to visit abroad without following the due procedure, and as a consequence, he faced the heat of the top brass but later got himself saved after the intervention of a senior IAS officer. After his return to his cadre, in the span of four years, he has not been given significant postings. In 2020, he was appointed to head PAC and Security until last year. Top sources said, "Regardless of image, Singh did not turn out to be an effective officer in the cadre and therefore remained sidelined, a senior UP cadre officer said.
Perhaps, this sidelined treatment in the cadre led him to choose central deputation, which is often done by IPS officers who are sidelined in their parent cadre; getting into the CRPF again got him into a significant position after long years, but he again shot himself in the foot by getting involved into harassment case, top source said "Singh had crafty nature which was felt by senior IAS and IPS officers and affected him in getting plump postings in the cadre". Such behaviour perhaps results from patronage earned decades ago or, to some extent, an overdose of the same.
The recent case of harassing a woman paints a sad picture that such unfortunate incidents take place that too at top levels. What to blame either it is a side-effect of patronages/shields, which gives top-level officers the luxury of doing things at whims and fancies, or a serious alarm needs to be raised over the conduct at the senior levels, as this is not the only case; the case of gross misconducts at such high level are piling up in various other forces and even in the state forces few are in light, and few are buried under the files but for Singh, it seems that he again lost an opportunity to re-establish his strong image in his cadre circles which he could have effectively done by capitalization his position in the CRPF but even before a year he is again going back to square one that too with extra damages to his image and career.
